1 Introduction to the Project

1.1 Project Background

1.1.1 Product Introduction

Railway vehicles electronic accessories mainly include gate turn off thyristor (GTO), insulated gate bipolar transistor (IGBT), integrated gate controlled thyristor (IGCT), high power diode, capacitor, reactor, etc. Electronic accessories are important components of railway vehicles, which play a very key role in normal operation of railway vehicles.

1.1.2 Market Prospects

As one new transportation method of modern society, rapid transit railway is safe, rapid, economic, environment friendly and other extremely obvious advantages. According to Middle and Long-term Railway Network Development Planning of Ministry of Railways, by 2012, Chinese railway operation mileage will reach more than 110,000km, "four-horizontal and four-vertical" special line of transit will be basically established. China will have established 100,000km of rapid transit railway transit network, and total demand of CRH will reach 4,500-5,000 trains. By around 2015, China's 19 large-scale cities will plan to construct 70 rail transit lines with total length of about 2,100km and total investment of over 800 billion yuan. China will become the largest railway and urban rail transit market in the world. At that time, market demand for railway vehicles electronic accessories will also greatly increase, so the market prospects are optimistic.

Viewed from the analysis of IGBT, it is the power device of railway vehicles electronic accessories, which is one kind of the newest product and main stream development direction in the future of power device. IGBT device is consisted of MOSFET and bipolar transistor, the existing power MOSFET is easy to be driven and simple to be controlled, switching frequency is high. In addition, power transistor has low break-over voltage, big on state voltage and small loss, therefore, high-speed transit market has enormous demand potential for power transistor. At present, IGBT module with large power has become the necessary component of electric locomotive and CRH. According to the calculation, electric locomotive should generally have 500 IGBT modules, CRH should exceed 100 IGBT modules, and one section of metro should have 50-80 IGBT modules. It can be predicted that, the market demand for IGBT every year only in high-speed rail field can reach 300 million yuan.

IEGT is developed on the basis of IGBT, having very similar structure as IGBT, the difference is that IEGT has wider gate pole. IEGT is a new type of device that integrates the advantages of GTO and IGBT, which is featured by low break-over voltage, high operating frequency, driven by voltage-type gate pole, wide safe working area and easy application in series connection. IEGT adopts enhanced injection structure to realize low on state voltage, enabling high capacity electronic devices to get marked development. Trench structure and parallel connection with multi-chip and self-current sharing of IEGT enable it to have considerable potential in further expansion of voltage capacity. In addition, module packaging can provide numerous derivative products, which are expected to be widely applied in medium and large capacity converters as well as electronic equipment of railway vehicles.

The high-speed railway, as a new transport mode in the modern society, it has some remarkable advantages in some aspects such as safety, rapidness, economy and environmental protection, etc. There will have been 70 railways planned and built in 19 big cities of our country, with the total length of about 2100km and the total investment of more than 800 billion yuan and China will have become the largest railway and urban rail vehicles market in the world by 2015. By then, the demand for railway vehicle electronic accessories will have been greatly increased in the market. The construction of the project just meets the demand in the market, so it is very necessary.

1.1.3 Technical Analysis

As rapid development of science and technology, railway vehicles electronic accessories have been constantly perfected and improved. Take IGBT that has had the fastest development in recent years as example, through near 20 years of development, IGBT has owned short circuit resistance and eliminated "secondary breakdown" phenomenon and current latching phenomenon, and achieved tremendous progress in reduction of break-over voltage drop, decrease of gate charge, increase of switching speed and diminution of switching loss, and greatly enhanced its performance. In the recent 20 years, IGBT has experienced five generations of development courses, in which the fifth generation IGBT adopts three kinds of key technology on the basis of trench IGBT. By means of a series of advanced technology, the device's on state loss has been approximately to the level of bipolar device. Trench IGBT is the structure usually adopted in the devices with high withstand voltage and large current, which can avoid large quantity of electrode lead in the module, reducing lead inductance and increasing the reliability. It can be known from the development process of IGBT that, railway vehicles electronic accessories are being developed to have composite type, module, high capacity and high operating frequency.

Among railway vehicles electronic accessories, a good proportion of electronic devices are made of silicon semiconductor materials, and new types of compound semiconductor materials with excellent performance have appeared in recent years, such as GaAs, SiC, InP and SiGe, and the electronic devices made of these basic materials are being constantly developed. SiC is the most mature wide band gap semiconductor material, which has, compared with other semiconductor materials, physical features of high forbidden band width, high saturation electronic drift velocity, high breakdown strength, low dielectric constant and high heat conductivity, the operating temperature can reach 600℃. PN junction withstand voltage is easy to reach 5kV-10kV, having very small leakage current. Therefore, SiC is an extremely ideal material in the application places with high temperature, high frequency and high power. The research and development of SiC device will become one major trend in the future. However, the development speed of SiC device is restrained by the completeness of SiC material, furthermore there are lots of problems to be solved in mechanism, theory and manufacturing technology of SiC material and power device, it will take 5-10 years to enable power SiC device to be generally used. In addition, semiconductor element made from GaAs or InP material has better high temperature resistance and higher heat conductivity, it also has extremely broad development prospect. Meeting the higher requirements of new generation of electronic device and system for device performance with new materials is another major trend of the future development of railway vehicles electronic accessories.

1.1.4 Advantageous Conditions of Project Construction

(1) Obvious location advantages

This project is located in Changchun Rail Transit Equipment Industrial Development Zone, which is 3km from downtown, 10 minutes driving from Harbin-Dalian rapid transit railway passenger station, and 30 minutes driving from ChangchunLongjiaInternationalAirport. Ring expressway and Changchun-Baicheng Highway, Changchun-Nong’an Highway and other national and provincial highways as well as the Fourth Ring Road of ChangchunCity traverse in the area, and the area has special railway line, developed road network and convenient traffic, belonging to the traffic hinge in the northwest of ChangchunCity, so the location advantages are obvious.

(2) Complete infrastructure

This project is located in Changchun Rail Transit Equipment Industrial Development Zone, which has invested a total of 1 billion yuan and completed infrastructure construction including road, communication, electricity supply, heat supply, gas supply, water supply and drainage, the area of Nine Accesses and One Leveling can reach 10km2, the area of standardized industrial plant is 50,000m2, and the reserved development area for railway vehicles supporting enterprises is 4km2. Land formalities have been settled, infrastructure has been completely put into place, and the enterprises can construct as soon as they enter.

(3) Solid scientific and technological resources

Changchun Rail Transit Equipment Industrial Development Zone where this project is located in has established long-term cooperative relationship with 23 colleges, universities and institutes including Jilin University, Northeast Normal University, Changchun Vocational Institute of Technology, Changchun Institute of Biological Products of Ministry of Health and Changchun Academy of Agricultural Sciences. As the national manufacturing base of moving machinery, ChangchunCity has solid foundation and distinct features in automobile, railway vehicles and other relevant industries, as well as the advantaged strength in industrial development atmosphere, humanity environment, technical support and talent reserve.

(4) Privilege of governmental support

Changchun Rail Transit Equipment Industrial Development Zone where this project is located in offers the enterprises a series of preferential policies including "having priority in meeting land utilization demand and arranging interest subsidies or interest-free loans", "the enterprises enter the park can enjoy expenditure subsidy of technological research and development, support of project land as well as infrastructure construction including water, electricity and heat, preferential income tax of high and new technology enterprises, and deduction of investment in business establishment investment.

(5) Strong technical support

With the help of its market, information, talents, network and other aspects of advantageous resources, China CNR Corporation assists Changchun City Government to introduce core technology enterprises and key part production enterprises into Luyuan Development Zone, provide technical support for the part supporting enterprises that have entered into the Development Zone, properly ensuring the technical level of the production of railway vehicles decorative materials.

(6) Fast and convenient support

As early as in August 2008, CNR Changchun Railway Vehicles Group Co., Ltd. was settled in this Development Zone, which has registered capital 480 million yuan, mainly produces and export CRH, urban rail transit, metro, railway vehicle, etc. After this project construction is completed, aluminium section production enterprises and Railway Vehicles Group will be settled in the same Development Zone, they can very conveniently keep supporting cooperation each other to save logistics transportation costs and order receiving and dispatching time.

(7) Excellent service environment  

Changchun Rail Transit Equipment Industrial Development Zone can provide this project with full tracking service from negotiation, site selection, procedures handling to construction, production and operation. In addition, the Development Zone plans 14km2 of living service area, which can meet the production and living demand of enterprises, build good service environment for enterprises and provide convenience for the project's future development.

Electronic accessories with high performance and high quality can effectively increase the stability and flexibility of transit operation, and properly ensure the passengers' personal safety. Furthermore, railway vehicles electronic accessories with advanced technology can combine high frequency, high pressure and large current to realize energy conservation and emission reduction, having good environmental protection benefits. In conclusion, the railway vehicles electronic accessories produced after this project is operated have high performance, excellent quality, and strong environmental protection property, which can ensure normal operation of rail transit and safety of passengers, having excellent social benefits.

2.2 Overview of Project Undertaker

Changchun Luyuan Economic Development Zone is a provincial development zone established by getting the approval of Jilin Provincial Government on June 30, 2003, which enjoys the preferential policy of provincial development zone and has four functional areas of advanced manufacturing, logistics trade, food and medicine and railway vehicles. The development zone is adjacent to Changchun downtown, the traffic is convenient and fast, Beijing-Harbin, Changchun-Baicheng Railways and Changchun-Baicheng, Changchun-Zhengzhou provincial high-speed highways cross through the border. Changchun Ring Expressway has two exits within the border. It takes 40 minutes driving from ChangchunLongjiaInternationalAirport to the Development Zone. Changchun, Southern Changchun and Datun Railway Freight Depots are less than 10km from the Development Zone.

At present, the Industrial Development Zone has 17 main plant's supporting enterprises including school-run welding and riveting factory of Changchun Passenger Car Plant, Changchun Hexin Boiler Manufacture Co., Ltd., Railway Vehicle Accessory Plant of Changchun Hexin Boiler Manufacture Co., Ltd. and Changchun Yan'ao Electric Company. The railway vehicles functional division (Changchun Rail Transit Equipment Industrial Development Zone) in Luyuan Economic Development Zone has planning area of 51km2, including finished automobile assembly area 5km2, detection maintenance area 3km2, industrial supporting area 29km2, and living service supporting area 14km2. After construction of this division is completed, annual production capacity of 1,000 CRHs, 1,200 urban rail passenger cars and 500 railway vehicles as well as annual production value of 50 billion yuan will be realized, it will become one high-speed transit and urban rail vehicle manufacturing, export and maintenance base that tops in production capacity, product level, test detection capacity and maintenance capacity in the world.
