1 Introduction to the Project

1.1 Project Background

1.1.1 Product Introduction

Railway vehicle air conditioner is the equipment that provides the processed air to guest rooms and working rooms of locomotive, railway vehicles, light rail vehicles and metro, which mainly includes refrigeration system as well as heating (or non-heating) and ventilation devices. According to the functions, railway vehicle air conditioner can be divided into cold air type, electric heating cold and hot air type, heat pump cold and hot air type, heat pump auxiliary electric heating type; according to the structure, it can be divided into overall type and separated type; according to application climate environment temperature, it can be divided into maximum temperature 45 degrees, maximum temperature 50 degrees and maximum temperature 55 degrees.

1.1.2 Market Prospects

China's rail transit cause has developed rapidly and violently in recent years. At present, China has become the country that has the most rapid development of transit railway, most complete system technology, strongest integration capacity, longest operation mileage, quickest operation velocity and largest on-construction scale. As successive construction and completion of transit rapid transit railway among provinces and cities, China will form "four-horizontal and four-vertical" high-speed rail pattern in 2020. By the end of 2010, China railway operation mileage has reached 91,000km, and the rapid transit railway that has been put into operation reached 8,358km. Through the construction in 2011 and 2012, it is estimated that, by the end of 2015, China's rapid transit railway will reach more than 150,000km, demand quantity of railway vehicles will increase rapidly.

At present, most of transits have been equipped with air conditioner system. The advent of railway vehicles air conditioner system brought about comfort and joy for people and reduced the uncomfortable feeling in the trip. In winter, air conditioner provides warm for transit coach, enabling the tourists not to feel cold; in summer, air conditioner brings about beats of cool air for the coach, reducing vehicle temperature and enabling passengers not feel hot and dry. In the meantime, lots of air conditioner systems have ventilation effect, enabling vehicle air to be fresh, reducing the spread of bacteria, virus and harmful substances in the air, and reducing passengers' feeling of asphyxia in the coach. It can be said that, railway vehicle air conditioner is attracting increasingly more attention and demand of people. Therefore, as high-speed expansion of China's rail transit, the demand of railway vehicle air conditioner will certainly increase rapidly, so the market prospects will be extremely broad.

1.1.3 Technical Analysis

Because railway vehicles operation conditions are changeable, and operation velocity of some railway vehicles (such as high-speed rail, light rail) is relatively fast, the requirements for the technology of transit's air conditioner unit (and parts) will become higher. First, air conditioner unit should normally operate under wind sand, rain, sunshine, atmospheric corrosion and other natural conditions, as well as the circumstances of frequent starting, vibration and impact of vehicles operation. Second, heat insulating layer of air conditioner unit should have good heat insulation without absorbing water, and without toxicity or extraneous odor, and the burning performance should be Grade B1 of GB 8624-1997. Heat insulating layer must be solidly and smoothly pasted. Under normal operation, outer surface of air conditioner unit should not have condensation phenomenon. In addition, electric system of air conditioner unit should generally have protection of motor's short circuit, overload and phase failure, and should also have high pressure, protection of low pressure and antiphase and other necessary protective functions or devices. External insulating layer of wire and cable of air conditioner unit should be made of antiflaming, low fume, halogen-free material, and surface of coating piece should not have obvious air bubble, flow mark, coating missing, primer exposure, ruffle and damage. Water drainage structure of air conditioner unit should be reliable. During operation, condensate water and rain water should not leak in the coach, and the air outlet should not spray mist with water.

The opening of fresh tuyere of air conditioner unit should meet the requirements of fresh air quantity, fresh tuyere should have gas-water separation function to prevent rain and snow against entering into vehicle tank during vehicle operation. The filter screen should be assembled and disassembled conveniently. Return air inlet and fresh tuyere are equipped with air conditioner unit of air quantity regulating valve, which should have sensitive and reliable motion. Air conditioner unit with emergency ventilation function should be equipped with return air and fresh air quantity regulating valve. During emergency ventilation operation, return air inlet is completely closed, and fresh tuyere is completely opened. Furthermore, air conditioner unit should have sufficient mechanical strength, the structure should ensure the parts not to be damaged, fasteners not loosened, and performance in conformity with the requirements during vibration test and actual vehicle operation. Air conditioner unit should have safety protection measures or devices preventing operation parameters (such as temperature, pressure, etc.) against exceeding the specified scope. The setting of protective device should be in conformity with design requirements and sensitive and reliable. For the unit with electric heater, electric heater should be equipped with temperature relay and fuse protection. In addition, railway vehicle air conditioner should also meet refrigeration system's tightness, gas tightness, refrigeration quantity, heating capacity, power, noise, external static pressure, energy efficiency ratio and other technological requirements. 

At present, China's railway vehicle air conditioner technology is not extremely perfect, there are also some problems should not be neglected, such as insufficient fresh air quantity. The current fresh air supply method on the transit is fixed fresh air quantity, but in case of transport during the Spring Festival, winter and summer vacations and other special periods, the transit will usually carry more passengers than the loading capacity. The increase of passengers and fixed air quantity caused the relative shortage of fresh air quantity; the quality of air of part of air conditioner system is poor, because for the time being, temperature performance is mainly considered in the design of transit air conditioner system, coach's air quality is often neglected, sometimes resulting in passengers' suppression sense in the chest, head pain, dizziness and other symptoms; in addition, transit's air conditioner cannot automatically adjust the relative humidity in the coach, ventilation system has defects, and new technology is applied too slowly. These problems should be solved by means of constant innovation and improvement of technology. The design of air conditioner design should boldly introduce new materials, new technology and new process to enable transit's air conditioner unit to be smaller, lighter and more efficient.

1.1.4 Advantageous Conditions and Necessity of Project Construction

1. Advantageous Conditions of Project Construction

(1) Obvious location advantages

This project is located in Changchun Rail Transit Equipment Industrial Development Zone, which is 3km from downtown, 10 minutes driving from Harbin-Dalian rapid transit railway passenger station, and 30 minutes driving from ChangchunLongjiaInternationalAirport. Ring expressway and Changchun-Baicheng Highway, Changchun-Nong’an Highway and other national and provincial highways as well as the Fourth Ring Road of ChangchunCity traverse in the area, and the area has special railway line, developed road network and convenient traffic, belonging to the traffic hinge in the northwest of ChangchunCity, so the location advantages are obvious.

(2) Complete infrastructure

This project is located in Changchun Rail Transit Equipment Industrial Development Zone, which has invested a total of 1 billion yuan and completed infrastructure construction including road, communication, electricity supply, heat supply, gas supply, water supply and drainage, the area of Nine Accesses and One Leveling can reach 10km2, the area of standardized industrial plant is 50,000m2, and the reserved development area for railway vehicles supporting enterprises is 4km2. Land formalities have been settled, infrastructure has been completely put into place, and the enterprises can construct as soon as they enter.

(3) Solid scientific and technological resources

Changchun Rail Transit Equipment Industrial Development Zone where this project is located in has established long-term cooperative relationship with 23 colleges, universities and institutes including Jilin University, Northeast Normal University, Changchun Vocational Institute of Technology, Changchun Institute of Biological Products of Ministry of Health and Changchun Academy of Agricultural Sciences. Furthermore, as the national manufacturing base of moving machinery, ChangchunCity has solid foundation and distinct features in automobile, railway vehicles and other relevant industries, as well as the advantaged strength in moving machinery's industrial development atmosphere, humanity environment, technical support and talent reserve, thus providing strong scientific and technological support for the development of this project.

(4) Privilege of governmental support

Changchun Rail Transit Equipment Industrial Development Zone where this project is located in offers the enterprises a series of preferential policies including "having priority in meeting land utilization demand and arranging interest subsidies or interest-free loans", "the enterprises enter the park can enjoy expenditure subsidy of technological research and development, support of project land as well as infrastructure construction including water, electricity and heat, preferential income tax of high and new technology enterprises, and deduction of investment in business establishment investment.

(5) Strong technical support

With the help of its market, information, talents, network and other aspects of advantageous resources, China CNR Corporation assists Changchun City Government to introduce core technology enterprises and key part production enterprises into Luyuan Development Zone, provide technical support for the part supporting enterprises that have entered into the Development Zone, properly ensuring the technical level of the production of railway vehicles decorative materials.

(6) Fast and convenient support

As early as in August 2008, CNR Changchun Railway Vehicles Group Co., Ltd. was settled in this Development Zone, which has registered capital 480 million yuan, mainly produces and export CRH, urban rail transit, metro, railway vehicle, etc. After this project construction is completed, aluminium section production enterprises and Railway Vehicles Group will be settled in the same Development Zone, they can very conveniently keep supporting cooperation each other to save logistics transportation costs and order receiving and dispatching time.

Changchun Rail Transit Equipment Industrial Development Zone can provide this project with full tracking service from negotiation, site selection, procedures handling to construction, production and operation. In addition, the Development Zone plans 14km2 of living service area, which can meet the production and living demand of enterprises, build good service environment for enterprises and provide convenience for the project's future development.

2. Necessity of Project Construction

China's rail transit cause has developed rapidly and violently in recent years. It is estimated that, by the end of 2012, China's rapid transit railway will reach over 110,000km, and demand of railway vehicles will rapidly increase. At present, most of transits have been equipped with air conditioner system, the comfortable feeling brought by air conditioner enable it to attract increasingly more attention. Therefore, as high-speed expansion of China's rail transit, the demand of railway vehicle air conditioner will certainly increase rapidly. The construction of this project can effectively meet the market demand, which is extremely necessary.

1.2 Content and Scale of Project Construction

1.2.1 Product Scheme and Scale

(1)Product scheme: annual output 2 million railway vehicle air conditioning system accessories

(2)Material scheme: main raw materials and dosage are respectively: PET wire 100T, tinned copper wire 100T, stainless steel products 900T, aluminium section 600T, copper wire 100T and PVC plastic 350T. In addition, annual consumption (converted into standard coal) of electricity is 240T, water 1.29T, and heat 600T.

1.2.2 Construction Content

Total planning area of this project is 10 hectares, the construction of production area, office living area and dynamic warehouse area will be completed in 2 phases in 2 years, and production, detection and test equipment will be purchased.

1.3.2 Analysis of Social Benefits

At present, as China's high-speed economic development and improvement of material living standard, people have gradually increased the requirements for living environment and human comfort. When taking railway vehicle, passengers have rapidness, convenience, safety and other necessary requirements, in addition, they begin to pay more attention to comfort performance of rail transit tool. As the device that regulates railway vehicle's temperature and air freshness, air conditioner plays a decisive role in meeting people's taking comfort requirements. In addition, after this project is put into production, it can realize annual operating income of 450 million yuan, annual tax of about 25.5 million yuan, and force provide welding, assembling and other working positions for the adjacent labor force to drive the employment of peripheral mass, so the social benefits are tremendous.

At present, some air conditioner unit effectively utilize heat recovery technology to keep the refrigeration effect of the original air conditioner unit, greatly reduce energy consumption of air conditioner unit, effectively improve the vehicle's air quality, and enable installation dimension, contour dimension and interface dimension to be in line with those of air conditioner unit to realize energy conservation and environmental protection of transit's air conditioner unit, having remarkable social significance.

1.4 Total Investment and Funds Raising of the Project

Total investment of this project is RMB400 million, including the construction investment of 320 million yuan, and no debt fund or interest is taken into account.

2.2 Overview of Project Undertaker

Changchun Luyuan Economic Development Zone is a provincial development zone established by getting the approval of Jilin Provincial Government on June 30, 2003, which enjoys the preferential policy of provincial development zone and has four functional areas of advanced manufacturing, logistics trade, food and medicine and railway vehicles. The development zone is adjacent to Changchun downtown, the traffic is convenient and fast, Beijing-Harbin, Changchun-Baicheng Railways and Changchun-Baicheng, Changchun-Zhengzhou provincial high-speed highways cross through the border. Changchun Ring Expressway has two exits within the border. It takes 40 minutes driving from ChangchunLongjiaInternationalAirport to the Development Zone. Changchun, Southern Changchun and Datun Railway Freight Depots are less than 10km from the Development Zone.

At present, the Industrial Development Zone has 17 main plant's supporting enterprises including school-run welding and riveting factory of Changchun Passenger Car Plant, Changchun Hexin Boiler Manufacture Co., Ltd., Railway Vehicle Accessory Plant of Changchun Hexin Boiler Manufacture Co., Ltd. and Changchun Yan'ao Electric Company. The railway vehicles functional division (Changchun Rail Transit Equipment Industrial Development Zone) in  Economic Development Zone has planning area of 51km2, including finished automobile assembly area 5km2, detection maintenance area 3km2, industrial supporting area 29km2, and living service supporting area 14km2. After construction of this division is completed, annual production capacity of 1,000 CRHs, 1,200 urban rail passenger cars and 500 railway vehicles as well as annual production value of 50 billion yuan will be realized, it will become one high-speed transit and urban rail vehicle manufacturing, export and maintenance base that tops in production capacity, product level, test detection capacity and maintenance capacity in the world.
